This collaboration resulted in a protracted standoff involving state law enforcement, federal agents, and hundreds of people gathered in protest and protection. The day-long siege of a private home on Dorset Street escalated into indiscriminate violence and brutality against our community.\r\n\r\nOn March 11, the <a class=\"Hyperlink SCXW231061212 BCX0\" href=\"https:\/\/www.acluvt.org\/news\/time-to-confront-ice-and-border-patrol-abuse\/\" target=\"_blank\" rel=\"noreferrer noopener\">long-standing pattern of abuse and impunity<\/a> within federal immigration agencies reached our doorstep. Vermont is not immune to the systemic harm that is happening throughout our nation. What was intended as a display of force to fracture our community instead became a catalyst for a profound and deeper understanding of what actually keeps us safe against the federal immigration agenda \u2013 the courage of our neighbors. Our safety depends on our solidarity.\r\n\r\nIn the wake of this betrayal, which will leave its mark for months and years to come, we joined our immigrants\u2019 rights partners and hundreds of Vermonters in calling for truth and accountability from the local law enforcement agencies involved in the violence that day. Facing public pressure for an accounting of what role state and local law enforcement played that day, the House and Senate Judiciary Committees held a public hearing on March 31, offering a critical platform for community members to raise their voices and provide testimony regarding safety concerns arising from March 11."}},{"acf_fc_layout":"heading","heading":{"":null,"text":"The people\u2019s record","anchor":"","sub-heading":"","type":"h2","heading-style":"mark"}},{"acf_fc_layout":"text","text":{"text":"Over the course of the two-hour hearing, impacted community members directly confronted the false narrative of their role as agitators. Witnesses testified they were there not in protest, but to protect their community in the face of clear imminent threat of harm\u2014an effort they believe would have been successful if not for state and local police interference. The message was clear: instead of upholding their duty to the community, state and local police betrayed and brutalized the very people they are sworn to protect. Personal accounts <a class=\"Hyperlink SCXW268281357 BCX0\" href=\"https:\/\/www.youtube.com\/watch?v=rmWD_0BjuoA\" target=\"_blank\" rel=\"noreferrer noopener\">rejected the claim that state violence was a form of protection against federal agents<\/a>, a sentiment captured by one resident\u2019s testimony: \u201cIf VSP was there for my protection, then I will take my chances against ICE. Do not condescend us by suggesting that VSP brutalized us so ICE won't murder us.\u201d"}},{"acf_fc_layout":"pullquote","pullquote":{"":null,"text":"The only people on the scene trying to keep anyone safe were the neighbors who showed up to do so.\u201d","source":"Testifying Community Member","width":"standard","alignment":"left"}},{"acf_fc_layout":"text","text":{"text":"Testimony also underscored the terrifying escalation of brutality shown by masked federal agents in tactical gear alongside Vermont State Police and local law enforcement officers. Per eyewitness accounts, troopers, officers, and ICE agents all employed calculated violence against members of the public\u2014including choking individuals to unconsciousness and deliberately removing eye protection to pepper spray peaceful protestors directly into their eyes. Speakers also described how the scene was further intensified by the use of tear gas and flash bangs. In addition to these attacks, individuals described being concussed, dragged, nearly hit by law enforcement vehicles driven recklessly through the crowd over the course of the day and into the evening.\r\n\r\nCristian Jerez Andrade, one of the people arrested by ICE that day, provided testimony and spoke of his realization that the community members outside his door were the only ones left to protect him and his family on March 11\u2013not local police."}},{"acf_fc_layout":"pullquote","pullquote":{"":null,"text":"There was no authority that we could call on for help. No police who would help us in that instance. The legislative committee members were urged to uphold their sworn duty to the community by taking swift action. violations<\/li>\r\n \t<li>By passing H.849, we can make sure all government officials are accountable for upholding the Constitution, because no one in our country is above the law.<\/li>\r\n \t<li>When\u202fthe government\u202fviolates someone\u2019s rights under the Constitution, the path to justice is\u202foften\u202fso\u202fpitted that it is almost impassable.<\/li>\r\n \t<li>Currently, federal law allows people to sue state and local officials for constitutional violations, but only allows for lawsuits against federal agents in very limited circumstances.<\/li>\r\n \t<li>State legislatures can and must fix this gap by creating a state cause of action that allows individuals to sue federal officers for violating the U.S. detention has serious consequences for a noncitizen's immediate and long-term safety, unlike those detained for violations of criminal law, civil detainees are not entitled to state-funded attorneys.<\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li>Statistics also show that detained noncitizens pursuing their immigration cases pro se are exponentially more likely to receive orders of removal.<\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li>That is why we are calling on lawmakers to provide state-funded, in-facility, legal representation for individuals held for alleged civil that people have an avenue for recourse for civil rights violations.<\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li>We continue to see federal agents wearing masks, driving unmarked vehicles, and wearing plain clothes, which makes it harder to hold those agents, and the Trump administration accountable for their unlawful behavior.<\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li>Disturbingly, we are also now seeing Vermont law enforcement officers use these same tactics to hide their identities from the people they Protections in Sensitive Locations","content":"<ul>\r\n \t<li>S.209 prohibits law enforcement from entering non-public spaces at \u201csensitive locations\u201d without a judicial warrant and expands upon our state\u2019s existing ban on civil arrests at court houses to other governmental buildings.<\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li>We have also seen ICE agents brazenly invading our community spaces like schools, hospitals, and places of worship to stalk and arrest people from our communities.<\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li>With federal agents targeting these locations, people are afraid to go there, thereby preventing them from being able to utilize public spaces and essential services, potentially putting their livelihood or even their very lives in
